Board of Governors

Phil O'Shea

Board Member

Phil originally joined Barclays in 1979, working in a number of roles in Corporate and Retail Banking in London and Southampton. He took a leading role in the establishment of Barclays Offshore Banking proposition. He moved to the Isle of Man in 1997, holding a number of senior roles, and was heavily involved in the establishment of their Offshore subsidiary in 2002. Phil left Barclays in 2005 to run Close Brothers offshore banking businesses, and subsequently established a consultancy assisting financial services businesses with managing their risks and corporate governance issues.

Phil rejoined Barclays in 2011, and is now the Banking & Credit Distribution Partner to the Overseas Services Division. This requires him to co-ordinate all banking and credit related activities, which includes strategy to grow as well as ensuring there are effective controls and oversight of the portfolio.

Phil holds an MBA in Financial Services and is a Fellow of The London Institute of Banking & Finance. He completed the Chartered Director qualification in 2016.

Phil has been an active member of the LIBF local branch committee for many years, including being a past President. He is also Chairman of the island’s Banking Association Risk & Compliance Committee. Phil is an active volunteer with the charity Crimestoppers, both on the island and nationally.
